BUDGET SPEECH 2003

PROGRAMME BASED BUDGETING FOR EFFICIENT RESOURCE ALLOCATION AND USE WITH A POVERTY REDUCTION DIMENSION

X. Non-Governmental Organisations (NGOs)

Mr Speaker Sir,

204. The Non Government Organisation Affairs Agency, the focal point for all NGO matters, continues its principal role of registering NGOs and also monitoring, coordinating and facilitating their operations in the country.

205. During the year under review more applications for NGO registration were received, translating into more pledges for support for the community. Already, One Hundred Organisations were accorded NGO Status and have programmes affecting all sectors of our economy particularly the social sectors of Education, Health and Agriculture. The Agency continues to ensure that their activities are in line with the raison d'etre of NGOs and their programmes are in tandem with our national policies and priorities by upholding our principles of productivity, efficiency, and accountability.

206. To achieve the above and most importantly to make the Agency more versatile, dynamic and responsive to the demands of the community, the legislative framework, the NGO Decree 81, is being reviewed for enactment. This will help improve the overall coordination mechanism for maximum impact.

-end.
